VTEB is a broad, index-based municipal bond ETF designed to track the investment-grade U.S. muni market (federal income tax–exempt and AMT-free). It holds a very large, diversified basket of state and local government bonds across the curve, with an intermediate-to-long interest-rate profile (effective duration around ~7 years), so its price is meaningfully sensitive to rate changes. It’s most commonly used as a core, tax-efficient bond allocation for taxable accounts (especially for investors in higher federal tax brackets).
